CNN —Eighteen of NATO’s 31 members are expected to spend at least 2% of their GDP on defense this year, the treaty organization’s leader said on Wednesday. “That is another record number and a six-fold increase from 2014 when only three allies met their target,” NATO Secretary-General Jens Stoltenberg said Wednesday ahead of a meeting between the alliance’s defense ministers in Brussels. Former US President Donald Trump, who is running for reelection in November, brought renewed scrutiny to the issue of defense spending among NATO members last weekend, when he said at a rally he would encourage Russia to do “whatever the hell they want” to any NATO member country that doesn’t meet spending guidelines on defense – effectively undercutting the collective defense clause at the heart of the treaty. The German Defense Ministry said Wednesday that its 2024 budget will see its defense spending meet the 2% threshold for the first time since the early 1990s. NATO as a whole is expected to reach the 2% threshold for the first time this year.

SOFIA, Bulgaria (AP) — Hundreds of angry farmers took to the streets in Bulgaria’s capital, Sofia, on Monday to complain of what they called “the total failure” of the government to meet the mounting challenges of the agricultural sector. They called on Agriculture Minister Kiril Vatev to step down for not keeping his promises to ease the administrative burden on the farming sector, to seek state compensation for high costs and falling incomes. Ventsislav Varbanov, who chairs the Association of Agricultural Producers, complained that the government is adding more undue burdens, instead of seeking some relief for the farmers. The association expressed discontent with a statement made by Prime Minister Nikolay Denkov in response to their demands for compensation that only grain producers who can prove a loss for 2023 will receive financial support. The association wants some form of compensation for all grain producers.

When President Biden met President Xi Jinping on Wednesday on the edges of Silicon Valley, there was a subtle but noticeable shift in the power dynamic between two countries that have spent most of the past few years denouncing, undercutting and imposing sanctions on each other. For the first time in years, a Chinese leader desperately needed a few things from the United States. Mr. Xi’s list at the summit started with a revival of American financial investments in China and a break in the technology export controls that have, at least temporarily, crimped Beijing’s ability to make the most advanced semiconductors and the artificial intelligence breakthroughs they enable. USDA pegged U.S. corn yield at 174.9 bushels per acre, up from 173 last month and above nearly all estimates, which on average predicted a slight increase.
